Diplomas and the labour market: the debate so far

This chapter presents the main issues raised during the AGORA-1 seminar and the various viewpoints of the participants in relation to those issues. The main result of the research outlined in Louis Mallet's paper (indexed at TD/INT 59.57) is that the presence of diplomas in professions is increasing as is the number of diplomas being undertaken within the education system. The seminar discussions therefore focused on the following issues: the reasons for the increased level and number of diplomas; the possibility of over-education; the content of diplomas; the relationship between diplomas and skill needs of employers; the role of diplomas in the individual's training strategy; and the implications for the future of education and training systems. The results of the discussion are described for each of these issues.
