Implications for the training strategy

In this paper, the author argues that the increase in the level and number of diplomas is the result of a training strategy by families, governments and employers to concentrate effort and resources in initial training of young people. This has created a gap between the young graduates whose skills are defined by their diplomas and the older workers usually beginning their working life with a lower level of education and whose qualifications have subsequently been gained through experience. The author advocates a new balance of effort and resources between initial training and a system of lifelong learning for all individuals. He outlines issues for consideration in developing a new training strategy to achieve this objective, including cost-benefit aspects, challenges at structural and institutional levels, and the behaviour of the individual and group stakeholders.
