This document presents the first of 2 studies employed to ascertain the status of work-based learning in community, junior, and technical colleges - referred to as ‘two-year colleges’ in this report - in the USA. The study was carried out prior to the passage of the federal School-To-Work Opportunities (STWO) legislation and therefore provides a baseline from which to assess the progress of work-based learning programs as part of two-year postsecondary education. The study employed a census design and examined the following specific aspects: the scope of work-based learning; the characteristics of the work-based learning programs in the health and non-health curriculum areas perceived by the colleges as the most successful; support for work-based learning; and work-based learning policy recommendations. A further in-depth study of 8 two-year colleges intends to document the activities required to initiate and implement two-year college work-based learning programs.
