Scheme to promote initial training by enterprises upon the abolishment of the compulsory training system

This abstract describes a study that reviews the differences between the old mandatory vocational training system and the new private sector-led system. It concentrates on initial stages of enterprise employer-led training. It ends with three policy recommendations that should encourage small and medium-sized companies to participate in training.
