This paper examines the particular social and cultural characteristics of the informal sector of the global economy and suggests approaches by which vocational education systems might be incorporated into that sector without disrupting already existing competencies. The key strategies involve recognising the cultural needs, the socio-economic and cultural contexts and the skills, capabilities, strategies, attitudes and values by which people in the informal sector sustain themselves.
