New competence: a reform in Norway

This article outlines the main recommendations arising from a government-appointed committee charged with investigating long-term strategies for adult, vocational and lifelong education in Norway and a Government green paper on the same topic, 'The competence reform report no. 42'. The key elements of the proposals are that all adults should have access to and opportunity for various levels of education, and that government funding, taxation measures and employers' work demands should be shaped towards these goals.
