In 1994, twelve country reports were commissioned by CEDEFOP to promote discussion of the issues of coherence between compulsory education, initial and continuing training and adult education. The countries covered were Denmark, France, Germany, Greece, Ireland, Italy, the Netherlands, Norway, Portugal, Spain, Sweden and the United Kingdom. The individual country reports form the basis for this comparative analysis and details are given in an appendix and the term lifelong learning, as used in the studies, is defined. One of the principles is that learning can take place in a variety of ways, both formal and informal and, although this report frequently refers to courses, the authors recognise that this is not the only means of learning. Amongst other issues, the conclusion is that despite the differences between the countries, there is a remarkable degree of consensus about the way forward.
