This paper uses the experience of the German Agency for Technical Cooperation (GTZ) in implementing training projects in developing countries to discuss the possibility of applying the German dual vocational training system in these countries. The dual system refers to a model of vocational education and training (VET) provision in which students are simultaneously enrolled in public training schools and employed in private firms, with responsibilities split between Federal, State and private funding and provider bodies.
