A number of internal bodies under the auspices of the Ministry of Education and Culture (MOEC) and external bodies (e.g. local industries, councils) take part in the process of curriculum development and decision-making within the technical and vocational education (TVE) sector in Indonesia. Specific roles and responsibilities have been established for each group. However, the current curriculum development practices - the legal authority resides within the central office - have been revealed as being rigid in response to labour market realities and the world of work. A more effective TVE curriculum is likely to be dependent on the extent to which stakeholders can fit their proposed curriculum to the changing needs of an industrial community. For this to happen, a high level of involvement of business and industry people is essential.
