It has been noted that for effective curriculum development and the related decision-making to occur, it is important that the key stakeholders possess relevant backgrounds (skills, experiences, status and perspectives). The quality of interactions that will take place and the quality of the resulting curriculum development can depend heavily upon the backgrounds of individuals selected. This paper presents a comparison of perceptions between administrators, teacher-trainers and curriculum developers in the Indonesian technical and vocational education (TVE) context. It is revealed that differences were found between these three institutions with respect to the three backgrounds designated as 'is aware of current development and needs in the field', 'has a high level of political status', and 'is able to work cooperatively'.
