This paper was presented at Vocational education at a distance: the Asia and the Pacific region workshop (TD/IRD 88.96). This paper attempts to outline the parameters of the essential knowledge base on educational technology required by teachers working in the field of open and distance learning. Further it outlines a global initiative for professional development, the offering of a Graduate Certificate in Open and Distance Learning solely via the Internet, which provides a prototype for the future of vocational education and training in a wide range of disciplines. Since many distance education providers have been in the vanguard of applying technology to teaching and learning, a review of developments in the application of new technologies in the distance education context provides an appropriate starting point for delineating the knowledge base required of expert teachers in today's global society.
