The possibilities of pursuing that path depend on the operational characteristics of the labour market and the willingness of individuals to move in search of better job opportunities. Individual welfare and economic efficiency, hence, depend critically on the ability of policy makers to forge a competitive combination of educational efficiency, labour market flexibility and social insurance.
