Who should pay for tertiary education?

The production of graduates makes substantial claims on national economies. It is not surprising that many governments are showing signs of concern about the size of the public expenditure commitment they are making to it. There is no reason why the state should be the only, or even the dominant, source of finance, but it must ensure that all have reasonable opportunities of tertiary education relevant to their needs. It must also fill gaps where the market fails to provide.
