Certificates, skills and job markets in Europe

This research project first of all addresses the question of the gradual distribution of certificate-holders by reference to the term 'skills' which takes account of both an individual's certification level and vocational experience, and not only his/her level of qualification. This means that processes of competition for access to employment can be envisaged, on the one hand from the much more general perspective of competition between generations, and on the other, as a problem of the wider distribution of qualifications and not, as is often the case, as a question of skill requirements.
