The purpose of this study is to inform the development of an evaluation framework and strategy to reflect new arrangements for administering national development activities. As these arrangements have not yet been confirmed the proposed evaluation framework and strategy has to be flexible enough to match a variety of arrangements and to be developed over time. A key requirement of the evaluation framework, however, is to capture the effectiveness of national development activity as a whole in addressing key weaknesses in the vocational education and training (VET) market and to provide a coherent framework for evaluating the economic contribution of the public money involved.
