In most countries, including those in Asia, governments assume an active role in skills development. The basic tenet of this paper is that, while such an active role may be appropriate, the nature of this involvement should parallel institutional development and economic change. In particular, the balance of activities among their three areas of supportive services, training provision and finance will need to shift, reflecting changes in the rationales for such intervention with the process of development.
