Training of skilled manual work has in recent years received much attention from policymakers and development agencies. Among the reasons are low economic growth rates and high rates of youth unemployment. These problems are most acute in developing countries but are also important in industrialised countries. There is an international shared concern with training, for policymakers see training as one of the means by which to improve economic performance and to hold youth unemployment at bay, though there is debate about whether this is a realistic training expectation. But the very conditions which cause political concerns to improve and expand training also constrain implementation for vocational training is costly and difficult to implement even under generous public finance and public finance is now extremely tight in nearly all countries.
