This paper provides a comprehensive review of the philosophy, rationale and systems of technical and vocational education and training (TVET), drawing on developments and countries' experiences from around the world. Particular emphasis is given to the typical contextual, operational and planning issues facing TVET authorities in developing countries. The paper addresses a number of crucial factors which influence the rationales likely to be adopted for TVET systems in the developing member countries of the Asian Development Bank. It is within this context that the paper focuses on those philosophies, rationales and their associated structures and strategies considered most suitable for future TVET systems in the Bank's developing member countries.
