The aim of the study was to enhance the opportunities for and access to further education and paid employment for women of non-English speaking background (NESB). The study included a literature review, interviews with key informants, surveys and observation of classes. Findings suggested that a complex network of provision is available but there is a lack of co-ordination between the public and private sectors. Inadequate attention is given to bilingual literacy. Many groups of NESB women are disadvantaged in access to and participation in literacy and basic education courses, especially those relevant to training for restructuring. The needs of many older women are not well understood. A set of recommendations was devised which suggested targeted and diverse provision should be made for the many literacy and further education needs of NESB women. Strategies to expand literacy and basic education included use of new technology, bilingual personnel, and relatively low cost methods such as reading circles.
