The 2005 Australian Flexible Learning Framework (2005 Framework) provides the vocational education and training (VET) system with e-learning skills, development opportunities, resources and support to meet the current increasingly technology-driven learning environment. In 2005, the E-learning for Target Learner Groups Project will focus on e-learning for two target groups: learners with disabilities and young people in the 15-19 age group. The Learners with Disabilities Project aims to improve employment opportunities for people with disabilities through the use of appropriate e-learning resources and technologies. This research paper aims to provide the project team with an up-to-date environmental scan of recent relevant research, projects and other initiatives both within and external to the 2005 Framework that will inform the 2005 project. The research involved: (1) an environmental scan identifying recent and relevant research, projects and initiatives across the education sector, community and industry, both nationally and internationally, that focus on issues for learners with disabilities, identify strategies and recommendations that improve employment opportunities for people with disabilities through the use of appropriate e-learning resources and technologies, and identify key networks in States and Territories; (2) identification of existing 2005 Framework resources that are relevant to the 2005 Project objective; (3) brief descriptions of each of the research/projects identified; and (4) a case study of a peak organisation showing how it currently uses assisted technology to link clients back into the workforce. The paper concludes with a summary of current issues for learners with disabilities in e-learning and some strategies and recommendations that improve employment opportunities for people with disabilities through the use of appropriate e-learning resources and technologies.
