The Community Development Employment Projects (CDEP) scheme has been in operation for twenty years and in that time anecdotal evidence suggests that it has been effective in providing community based employment for Aboriginal and Torres Strait Islander peoples, particularly those in remote areas. This report reviews the objectives and strategies of CDEP and looks at previous reviews of the scheme and other research. CDEP payments, the social security system, the Indigenous employment system, training, business development, funding issues, community administration, community development and social and cultural outcomes, and industrial relations are discussed, with the final section offering recommendations for evaluation and monitoring of the scheme.
