Vocational education for special populations: recommendations for improving state policy

The report outlines strategies which would enhance access to and attainment of equitable outcomes for vocational program students who are disadvantaged, have a disability, or have limited proficiency in English. These strategies include larger state grant funds for some areas, use of access ratios, enhancing program effectiveness, and developing performance outcomes.
