Flexible delivery in vocational education and training: implications and issues for Aboriginal students and communities

In vocational education in general, and in Aboriginal education in particular, open learning strategies and flexible delivery practices have been in evidence for some years. This document reports on a project which was funded by the Australian National Training Authority (ANTA) through the Western Australian Department of Training, and was designed to evaluate the open learning/flexible delivery strategies that are currently used with post secondary level Aboriginal students in urban and remote communities. Using surveys, interviews and case studies, data was accumulated and explored to gain a better understanding of the implications of flexible delivery strategies for Aboriginal people. The report identifies a series of highly relevant issues and raises significant questions involving key principles for consideration by providers of education and training to Aboriginal students. Finally, the report makes recommendations to educational providers on the principles which should be observed in implementing open learning and flexible delivery practices for remote and community-based Aboriginal students.
