This consultation paper explores the issues involved in developing a competitive and effective training market. In particular, issues that are addressed relate to ways to empower demand and improve supply in the training market, as well as investigating the role of government as funder, purchaser, provider and regulator in the marketplace. It is intended that the ideas expressed here will provide the basis for informed debate on establishing a national approach to developing the training market of the future.
