- National skills report: a discussion paper on the drivers of industry skill needs

This report is the first edition of an annual report to be produced as part of the Australian National Training Authority's (ANTA's) drive to keep training in touch with the economy's skill needs. The aim is to provide a report to Ministers which: gives a general overview of the state of play of industry skill needs; outlines the drivers of industry demand for skills so as to anticipate future skill needs; and identifies the priority areas that need to be addressed at a national or policy level to ensure future industry skill needs are met. The focus of this first report is on the drivers of industry demand for skills and it is based on an analysis of the strategic industry VET [vocational education and training] plans submitted earlier this year by the Industry Training Advisory Bodies (ITABs). One of the key messages in this report is that skill needs vary from time to time, and by understanding what drives industry skill needs, attempts can be made to anticipate trends, change policy, or intervene ahead of time to minimise skill shortages in the future.

The National Industry Skills Forum, an initiative of the Australian National Training Authority (ANTA), was launched by the ANTA Board as part of an ongoing process of engaging the business community to develop and improve high-quality, industry relevant, nationally recognised training products and services. The theme for this first skills forum was 'Beyond industry borders' and was chosen to reflect the blurring of industry boundaries. This report summarises the papers presented at the forum and highlights the following issues and themes: skills forecasting; nationally recognised qualifications; shared technology; collaboration; incentives; and prior learning.

The report 'Shared technology: a roadmap for traditional and emerging industries to 2008' (indexed at TD/ANTA 75.04), published by the Australian National Training Authority in June 2003, identified the new, common technology that will be used in a number of key industries over the next five years. This document begins with a scenario using a fictional character to show how technology that exists now will affect the way we live and work in the near future. It then outlines how these technological changes affect workers, skills and training, using information from the 'Shared technology' project. It concludes with two questions for consideration: What challenges do we face in developing skills across industries that are sharing technology but using different work models? How can industry and vocational education and training agencies better collaborate so that skills keep pace with new and shared technology?

The impact of new and changing technologies on Australia’s workplaces is that the people who work within them need skills and knowledge to apply those technologies, which means that the vocational education and training (VET) system has to ensure that training products and services are up-to-date with current technology. ANTA has commissioned research into new technologies which will come into use over the years to 2008 in a number of key industries. The research report from this project, 'Shared technology: a roadmap for traditional and emerging industries to 2008' is indexed at TD/ANTA 75.04. This paper, which was presented at the National Industry Skills Forum by the Chief Executive of the Australian Electrical and Electronics Manufacturers' Association, presents an overview and elaboration of the findings of this report.
