This report provides the Australian National Training Authority's (ANTA's) analysis of state and territory annual vocational education and training (VET) plans for 2003. It includes recommendations to the Ministerial Council on resource allocation for 2003 and is the key strategic planning and funding document for the national VET system. Seven annual national priorities have been identified by the Ministers for 2003 covering the image of VET, pathways, professional development, equity, older workers, client focus and training packages. The chapters are: 'Introduction' which outlines the purpose of the report and the VET planning process; 'Directions for 2003' which provides an analysis of activity against the planned outcomes of each annual national priority and of the trends and priorities identified by industry, commenting on the extent to which these are being addressed; 'Forecast activity' which details the planned training activity for 2003 and how this activity measures up against the forecast employment growth by industry and occupation; 'Funding arrangement for 2003' which provides details of the proposed allocation of Commonwealth funding under the Vocational Education and Training Act in 2003; and 'Recommendations' which lists ANTA's recommendations to the Ministerial Council.
