This report provides a comprehensive account of progress towards the implementation of all key elements of the National Training Framework (NTF) and New Apprenticeships. It is presented in five main sections. The introductory section looks at vocational education and training (VET) for the future, the policy context, and industry acknowledgement of, and state/territory commitment to, new training arrangements. 'Getting the foundations established' covers legislation, underpinning arrangements and national relations, industrial relations and resourcing issues. 'Getting quality products and services in place' discusses quality assurance, training packages, group training, promotion through New Apprenticeships Centres, and incentives and subsidies to support employers. 'Take-up and engagement' looks at take-up of New Apprenticeships and training packages, VET in Schools, engagement with user choice and activities to engage industry in training. 'Maximising the potential of the National Training Framework and New Apprenticeships' concludes the report by highlighting some key issues that require further attention.
