Literacy and numeracy in the Certificate IV in assessment and workplace training

This report is part of a broader national project whereby the six ALNARC (Adult Literacy and Numeracy Australian Research Consortium) centres have designed an integrated research process to highlight the current and possible difficulties and propose solutions to ensure that language, literacy and numeracy (LL&N) skills development and assessment are attended to as training packages are implemented and delivered within Australian workplaces. This NSW report examines the impact of including literacy and numeracy competencies into the standards of the Certificate IV in Assessment and Workplace training. This Certificate was chosen because of its relevance and impact on all industries and industry training. It was argued that if assessors and trainers are required to take account of literacy and numeracy in their assessments and training, they need to be aware of such issues and given strategies and tools for delivering them. This adds to the complexity of their work. There were a number of findings, including: - there is marked variation in provision, which leads to concerns regarding quality control - the perceived skills gap between trainers and assessors with previous qualifications, namely workplace Trainer Categories 1 and 2 - the need for support materials - inclusion of literacy and numeracy has not resulted in a change of provision. Recommendations included: - the need for ANTA to make ongoing professional development available - State Training Authorities to show registered training organisations (RTOs) how to include literacy and numeracy awareness, moderate assessment and disseminate information regarding resources - the establishment of an 'Education ITAB' - the renaming of training packages to more accurately reflect their content eg. 'Standards Packages'.
