Issues arising in the implementation of LANT - the Literacy Numeracy Training option in the Mutual Obligation Scheme for the unemployed

The Mutual Obligation scheme requires unemployed people to take part in some form of activity whilst receiving Centrelink benefits. Literacy and numeracy programs can be part of that activity. Thus new relationships are now formed between Centrelink, the unemployed and the training agencies which are contracted to provide the programs. NSW ALNARC set up a number of research projects to look at some of the consequences of the Mutual Obligation schemes. The first project featured in this report is: 'Reclaiming the agenda' which sets Mutual Obligation against the framework of Friere's notion of the oppressed and the oppressors ie that the unemployed are being oppressed by an economic and political system (p.4). Other projects include 'Documenting, analysing and critiquing the stakeholder experience'; 'Voices of the unemployed'; and 'Issues of referral' ie who is paying for students to receive the literacy and numeracy training at TAFE colleges while being case managed by Job Network agencies. The final chapter attempts to draw together the findings of the research so that recommendations could be presented to the relevant Federal Department.
