While most studies on learning communities have focused on rural or remote regional areas, this paper outlines recent research focusing on learning communities in urban areas. The study by the Research Centre for Vocational Education and Training (RCVET, now OVAL Research) at the University of Technology Sydney (UTS), focused on the participation of vocational education and training (VET) providers in responding to disadvantage. This paper concentrates on four case studies of disadvantaged urban communities. It specifically aims to contribute to the understanding of the role of VET providers in building 'learning communities' and to identify how VET policy can develop more robust concepts of equity strategy that take greater account of local and regional differences.
