This paper outlines the findings of a Masters thesis by research (completed in 1998) entitled 'An investigation of library literacy levels of flexible learners at the Canberra Institute of Technology: a pilot study'. A number of issues were identified, and recommendations made, in relation to information literacy measurement. The focus of the research is the development of learners' ability to collect and organise information as aspects of a key competency within the vocational education context.
