Author: Francis, Hywel
Abstract:
In this article the author discusses the notion, pioneered by the Welsh Local Government Association (WLGA), of Wales as a learning country. Poverty in Wales is looked at, focusing on the crucial factors of access to education and jobs and advocating the recognition that conquering poverty and improving lifelong learning are integral parts of a long term strategy that recognises the need for an all-embracing learning environment. The article then looks at social partnerships from the perspectives of the importance of lifelong learning and the centrality of sustainability.
