Abstract:

This review covers the whole educational system of Romania in light of the major reforms being proposed to develop the skills of the workforce as the country undergoes the transition to a democracy and a market economy. The report, presented in two parts, describes the current state of the educational system and recent educational reform efforts. The background report prepared by Romanian authorities, provides a brief history of education in Romania and describes the development of education policies since the onset of the transition process. The examiners' report presents an analysis of recent trends and reform initiatives by the Organisation for Economic Co-operation and Development (OECD) review team. The conclusion and recommendations generated by the review were discussed by the Education Committee on 24-25 September, 1999 in Bucharest. The key issues raised by the meeting are incorporated in this report. Recommendations are proposed for education goals and the transition process, learning effectiveness, educational outcomes and curriculum, educational management and governance for flexibility, responsiveness and change, and resources and financing.
