Lifelong learning and vocational education and training: a teachers' and trade union view

Abstract:

This article argues the need for a legal framework for state provision and regulation of education and training on a lifelong basis in the face of the three 'factors of upheaval' driving rapid economic change, namely, the impact of the information society, the impact of globalisation and the impact of scientific and technological development.
