Abstract:

This chapter is intended to capture some of the experience of a trade unionist drawn into the public policy debate around job training, focusing on Ontario between 1986 and 1996. It details the long process of establishment of the Ontario Training and Adjustment Board (OTAB), an innovative approach to training that included participation of social partners beyond the workplace. It recounts the author's learning of and reflection on the viewpoints of the many others he encountered during the process, as well as the disappointments and hopes of the union as the process came to an end.
