Abstract:

This paper was presented at the Fifth International Conference on Adult Education (CONFINTEA V), organised by the UNESCO Institute for Education (UIE) in cooperation with UNEVOC and held in Hamburg, Germany, from 14-18 July 1997.

Changes in the Australian labour market have resulted in changes in the skills required of the labour force. This paper discusses issues to be considered when formulating policy in this area and presents Australia's policy responses to these issues. The issues include: the role of the government in ensuring the skilling of the labour force to meet changing labour market demands and encouraging those currently unemployed to maintain their skills; the provision of adult education and training; the provision of access to training opportunities in the Australian situation; the delivery of adult education in a cooperative federal system; and funding non-vocational training.
