Abstract:

The Review of Education and Training (Vickery Report), released in July 1993, proposed a new structure to introduce a more efficient, flexible, and responsive education and training system. Most of the proposals from this have been acted upon, however, the proposal to establish a network of 'autonomous colleges' to replace the existing TAFE and Independent Colleges required further consideration. This report discusses the establishment and functions of the autonomous college. It then looks at the functions and duties, powers and membership of the college councils and the employment of staff and human resource management involved.The training system will be more complex and the management of the strategic plan, policy framework, resource acquisition and allocation, performance monitoring and quality assurance systems is looked at in depth. Finally the provider level functions and responsibilities such as strategic and operational planning, resource allocation, training delivery, performance monitoring and quality improvement are discussed.
