Abstract:

The national project on TAFE governance and management was a cooperative endeavour undertaken by Commonwealth, State and Territory governments to follow up key themes in the 1990 Deveson review of training and training costs. The Working Party on Governance and Management established by VEETAC determined the primary focus of a review to be 'organisational issues affecting the capacity of TAFE institutions to perform effectively and accountably in an increasingly competitive training market'. This final report has two parts. Part one describes the current situation in each State or Territory. Part two contains a discussion of the emergent themes - departmental integration, industry linkages, commercialisation, devolution, accountability. The appendices contain the terms of reference checklist, the members of the Working Party, and a list of individuals and agencies consulted.
