Abstract:

The quality of vocational education programs is concerned with their characteristics, standards of excellence, and fitness of purpose. Maintaining quality requires a range of quality issues within curriculum, institutional and staff development and their interrelationship to be addressed. Key quality issues are the adequacy of physical and human resources, assessment including moderation arrangements, management systems, quality assurance and control. Also of concern are the appropriateness of intended outcomes, the effectiveness of teaching and learning arrangements and equal opportunity issues. This paper selects and discusses some of the key factors that are fundamental to maintaining quality in vocational education and which re-occur in the development and implementation of curriculum and qualifications.
