Abstract:

This report contains two papers discussing aspects of further education college management. The first, 'The organisation as a bureaucracy' by Colin Turner looks at the college through the concepts of bureaucratic theory, which enables an examination of 'certain areas of organisational importance, and in particular [a visualisation of] the college as an arena in which bureaucratic and professional principles are in conflict, each solving some problems and creating others'. The second paper, 'A cybernetic approach to education management' by Rob Cuthbert, presents some of the ideas of Stafford Beer 'first in general terms, and then as applied to specific problems in education management. These ideas offer a largely untried but potentially immensely fruitful approach to the complex problems of management in education. The emphasis is on a scientific, and in particular a cybernetic, approach to these problems - but these terms here have particular meanings which may not conform to widely-held stereotypes'.
