Abstract:

This chapter looks at the Training of Local Government Councillors' Project, which was implemented in Tanzania between 1996 and 1998, under three main headings: (1) the need for the project; (2) the process of organising the project; and (3) evaluation of the project. The chapter concludes with lessons learned from the study. The project was successful because it had a high degree of relevance and a good funding base. The training approach, based on well-designed courses and study materials, effective support services and effective monitoring and evaluation, contributed to the success of the project.
