Abstract:

This paper provides a contemporary analysis of human resource development (HRD) in Turkey. The author focuses particularly on the policy context, reforms and challenges for employment promotion, and education and training. The main sections of the paper examine the following areas: the political and socioeconomic background; and achievements and challenges in both employment, and education and training.
