Abstract:

This paper explores the issues of fairness related to people with special needs in the post-compulsory education sector by examining the previous Commonwealth Labor government's social justice policy and resourcing plans in this area. The paper comments on the roles of various groups involved in post-compulsory education for example: Department of Employment, Education, Training and Youth Affairs (DEETYA), TAFE colleges, professional bodies, private training providers and community agencies, advocates the abandonment of the current categorisation of special groups in access issues and offers suggestions for changes in the focus of policy so that all people with special needs have better access to post-compulsory education.
