General survey of vocational education and training in Algeria.

Abstract:

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Algeria along with coverage of the key challenges facing the country in the development of vocational training systems. Algeria has been undergoing a transition from a state-controlled economy to a market based economy for a number of years. A number of reforms have therefore been undertaken. A program of macro-economic realignment begun in 1994 has yet to improve the employment situation. Vocational training has therefore given priority to dealing with educational failure at all levels of the education system and has not been aligned with the skill needs of the labour market. The system suffers from structural problems such as the low skill levels of teachers, a high school dropout rate, inadequate educational resources, and the inefficient nature of the system leading to poor management methods, response times and the time required for change. Suggested reforms include: a clearer specification of the roles of secondary schools and the VET system; better coordination and targeting of proactive policy mechanisms; management and advanced technician training provision; and greater involvement of social partners.
