Abstract:

The author argues for a sense of balance - rather than an 'either-or' - approach to discussing the vocational education and training sector. To establish a dichotomy between concepts such as demand-supply, public-private, training-education, quantitative-qualitative, and competition-cooperation is to ignore the contribution each concept makes to the efforts and outcomes of this sector.
