International transfers of assessment: recent trends and strategies

Abstract:

This article is part of a special issue, 'Globalisation, qualifications and livelihoods', edited by Angela W. Little. The issue explores emerging relations between economic globalisation, education, qualifications and jobs. The articles are indexed from TD/TNC 64.84 to TD/TNC 64.92.

International transfer of assessment is defined as the borrowing and adaptation of assessment techniques and approaches across countries. What is transferred is information on and skills in various aspects of assessment. The paper examines this issue within the framework of globalisation. It then identifies strategies and resources that facilitate transfers. These are publications, formal training, information technology, professional associations, international organisations, international conferences, international consultancies, exchange programs, and cross-national comparative studies. The place of local and national contextual conditions in assessment transfer is reviewed and the merits and demerits of various strategies of transfer are explored.
