Abstract:

'Partners in a learning culture' is a broad national strategy identifying key areas for improving vocational education and training (VET) outcomes for indigenous people in Australia. It provides a new vision for the participation of indigenous people in VET and was developed through consultation with various indigenous organisations and community groups, State, Territory and Commonwealth Governments, employer bodies, and training providers. The strategy requires a partnership between indigenous Australian communities, governments, industry and training/education providers. This blueprint is a guide for the actions needed to achieve the vision in 'Partners in a learning culture'. It is intended for program managers in government agencies and training organisations and provides strategies, actions and outcomes to facilitate change without affecting sector business operations. The blueprint has two sections. The first is an overview for decision makers describing the investment required and the outcomes across stakeholder groups as a result of implementing 'Partners in a learning culture'. The section contains a business case and the blueprint requirements. Section two contains the strategies and actions needed to facilitate change in relation to the specific objectives of 'Partners in a learning culture'. Resource requirements, timelines and performance measures are included.
