Abstract:

Based on recent research reports, a need has been identified for an increased focus on the middle phase of learning, i.e. learning in early adolescence including the transition from primary to secondary education. The Ministerial Advisory Committee for Educational Renewal provided advice to the Minister for Education on a range of matters including: the curriculum implications and policy considerations associated with adopting a middle phase of schooling; innovative ways to improve student achievements in the middle years; providing continuous support to students through different stages of learning; specific strategies for students at risk of leaving school early; and strengthening links between primary and secondary schools.

This formal report to the Minister is presented in two parts. The first section summarises the key research findings and presents a set of theoretical underpinnings for the development of a policy framework. The second section sets out five recommendations for action by the Minister: (1) to challenge all schools and school systems to implement a renewed vision of the middle phase of learning; (2) to urge all schools and school systems to establish or strengthen management structures that will ensure accountability for a greater degree of alignment between the curriculum, pedagogy and assessment practices of upper primary and lower secondary schooling; (3) to commend to all employing authorities a high priority on the immediate and systematic professional learning and development of teachers and principals that recognises and supports their strategic role in delivering the desired outcomes from the middle phase of learning; (4) to refer to the Deans of Education the need for reconsideration of pre-service teacher education programs; and (5) to initiate action that recognises and rewards the contributions made by teachers working in the middle phase of learning.
