Abstract:

This report addresses aspects of the Local Education Authority's (LEA's) planning role under the 1988 Education Reform Act legislation. The allocation of budgets to colleges is investigated, especially the formula for converting the LEA's annual plan into budgets, as well as their monitoring role.
