Abstract:

This report from the High Level Task Force on Skills and Mobility addresses the contribution of increased occupational and geographic mobility to the multi-dimensional elements of the Lisbon European Council objectives and recommends a series of actions that need to be undertaken to bring this about. It is based on three key principles: (1) the need to ensure that freedom of movement is a fundamental objective of the European Union and the removal of barriers to it; (2) the need to promote a knowledge based society in Europe; and (3) the need to establish full employment in accordance with the objectives set at Lisbon European Council in March 2000. Three areas where action could redress imbalances in the demand and supply in the European labour markets are identified: (1) occupational mobility and skill development; (2) geographic mobility; and (3) information and transparency of job opportunities.
